PATTY NINERS GOLF CLUB BYLAWS

ARTICLE I – NAME
The name of the club shall be the Patty Niners Golf Club.
ARTICLE II – OBJECTIVES
The Patty Niners Golf Club is a social club for the promotion of women’s golf and companionship among golfers.
ARTICLE III – MEMBERSHIP
There shall be 4 categories of membership: Active, Leave of Absence, Social, and Honorary.
Section 1
ACTIVE – There shall be 92 active women members, (revised April 2023), 21 years of age or older.
A. Active members must remain ”in good standing” with the club.
1. If not “in good standing” in September, the player will be in probationary status for the following year.
2. Players not “in good standing” will be contacted in September to inquire about their interest in the Patty Niners.
3. The player shall communicate with the President in regard to their situation.
B. Active members must pay non-refundable dues, including GHIN fees to the Patty Niner League. (Revised April 2023)
C. Active members must play at least 6 times per season on designated Patty Niner play days (May through September).
D. Active members must attend at least 3 meetings per season (April through August) to be eligible for the Patty Niner Championship.
E. If unable to fulfill C or D, the member must contact the President in writing, asking for an exception from these requirements.
F. Applicants must have an established handicap. (Revised September 2023)
Section 2 LEAVE OF ABSENCE – Members on leave of absence:
A. Do not pay dues.
B. May be on leave of absence for a maximum of one season.
C. May attend meetings and luncheons at their own expense.
D. Names of members on leave of absence will be placed at the top of the waiting list for the following year.
E. If a member chooses not to become active immediately following her leave of absence, she will be dropped from the membership list.
F. If, at a later date, she wishes to rejoin the club, her name will be placed on the waiting list for membership.
Section 3 SOCIAL MEMBERSHIP
A. For members who have short-term injuries, health situations, family obligations, or are interested in a golf league without Full Membership Requirements.
B. May ONLY play in Scrambles. It is the member’s responsibility to notify the Golf Genius committee by the weekly deadline for the Scramble/Shotgun event in order to be included.
C. May attend meetings and luncheons at their own expense.
D. Will receive emails and will be included in the Patty Niners Directory.
E. Social Membership dues are a reduced amount. A handicap is not required and a GHIN fee is not paid.
Section 4 HONORARY MEMBERS
A. Appointed at the discretion of the Board. In order to be considered for honorary membership, she must have been an active, contributing member in good standing for five or more years. Members will be considered for honorary membership by one of the following:
1. Request by the member herself.
2. Recommendation by a club member.
3. The Board.
B. Do not pay dues.
C. May attend meetings and lunches at their own expense.
D. May play on League play days 3 times per year.
E. Honorary member status may be discontinued if;
1. The member requests to be removed.
2. The member moves from the area.
ARTICLE IV – MEETINGS
Monthly meetings shall be held on the second Wednesday of each month, or as designated in the months of April – September and December for the purpose of conducting Club business and providing golfer education.
A. An agenda will be developed and shared with the Board prior to the meeting.
B. Minutes of the meetings will be maintained.
C. Anyone wishing to bring up a topic for discussion at a League meeting shall notify the President as soon as possible prior to the meeting.
ARTICLE V – OFFICERS
Section 1
Elective offices shall be the President, Vice President, Secretary, Treasurer, and Membership Director who shall comprise the Board. Two Ex-Officio non-voting members may be appointed yearly by the President. Ex-Officio members may participate in discussions and may be called upon for advice.
Section 2
DUTIES OF OFFICERS
A. Each officer is obligated to keep a record of duties performed. They should create a notebook or file of expectations to pass on to the next person accepting the same officer position.
B. President
The President shall preside at all meetings, appoint all committee chairmen, and be an ex-officio member of all committees. She shall prepare the annual budget with the Board. The President is a signatory on club bank accounts.
C. Vice President
The Vice President shall preside at meetings in the absence of the President. She will perform any other duties requested by the President. The Vice President may serve as the Championship Coordinator.
D. Secretary
The Secretary shall keep minutes of all monthly meetings of the Board and the League, answer club correspondence and perform other duties as requested by the President.
E. Treasurer
The Treasurer shall be in charge of receiving money and paying of obligations for the organization.
1. Prepares an annual budget in coordination with the Board.
2. Collects dues, GHIN fees, and BBCPP fees from the membership.
3. Provides a monthly financial report to the Board and answers any questions.
4. Provides pertinent League financial information to the League at monthly meetings, or as needed.
5. Reconciles the weekly payout calculated by the League hostesses to assure proper Pro Shop credit.
6. Maintains orderly and up to date records for annual audit by an objective third party.
7. The Treasurer is a signatory on club bank accounts.
F. Membership Director
1. Receives and acknowledges new member applications to fill vacancies.
2. Recruits Buddies in sufficient number to match with new members.
3. Organizes and coordinates new member orientation meeting, if needed.
4. Maintains a record of attendance and days of play for members.
5. Maintains a Master Membership List which includes detailed information for contacting members and maintains a list of members in each category of League membership (Social, Honorary, Leave of Absence and a Wait List). This list should include contact information, GHIN, number, handicap.
6. Should coordinate and share information with the Golf Genius Administrator.
7. Ensure that the President and Board are advised regarding membership summary data and changes in individual member’s status.
Section 3
ELECTIONS
A. Officer nominations for the following year shall be solicited from the floor by members at the July OR August meeting. The nominating committee, with assistance from the Board, shall contact all nominees to confirm whether or not they will accept a position prior to presenting the slate of officers at the August OR September meeting and a vote shall be taken.
Section 4
TERMS OF OFFICE
A. In the event an elected officer is unable to fulfill her term, her successor shall be nominated by the Board and is subject to approval by the membership at the next scheduled meeting.
B. No elected officer shall serve more than two consecutive years in the same office.
C. The offices of President and Treasurer shall be elected on even years and the Vice President, Secretary, and Membership shall be elected on odd years.
Section 5
COMMITTEES/TEAMS
A. Sign-up for committees/teams shall begin at the December meeting and continue through the April meeting. The Board will be responsible for contacting members to fill committee positions if vacancies occur. Each committee will determine whether a chairperson is necessary and will choose the chairperson from the existing committee members.
Section 6
BOARD
A. The purpose of the Board is to expedite the business of the club.
B. The Board shall meet at the request of the President or any Board member. All meetings are open to the membership. The immediate past President and Committee chairpersons are encouraged to attend as appropriate.
C. The Board shall annually review the Bylaws and Policies and Procedures, and recommend amendments or changes as appropriate.
ARTICLE VI – DUES
Annual dues must be paid to the Treasurer by February 1 of each year. (Checks are addressed to the Patty Niners League). The Board shall contact current members who have not responded/paid for the upcoming season to confirm their membership status and request payment of dues, if necessary.
ARTICLE VII - FINANCE
The fiscal year of the club shall be January 1 through December 31.
A. The preliminary Budget shall be drafted prior to the December meeting to determine the dues for the coming year.
B. The Budget should be finalized in the following February and shall include a carryover for the new fiscal year.
ARTICLE VIII – AMENDMENTS
Section 1
Proposed Bylaw changes should be given to the President for consideration at least 2 weeks before the next regularly-scheduled meeting. Any proposed change will be presented to members and voted upon at the next regularly-scheduled meeting.
Section 2
A vote of two-thirds of the members in attendance at the regularly- scheduled meeting shall amend the Bylaws.
Section 3
Policies and Procedures may be changed or amended by a simple majority vote of the members in attendance and the regularly-scheduled meeting.
ARTICLE IX – CONDUCT OF MEETINGS
Meetings shall be conducted using standard parliamentary procedures such that a matter to be voted upon can be clearly understood. If there is opposition, the matter shall be fully discussed both pro and con acknowledging the rights of the majority and the rights of the minority to be heard.
ARTICLE X – OTHER
Section 1
PLAY – All rules of play are determined by the current USGA Rules of Golf.
Local rules are noted in the Policies and Procedures.
Section 2
GUESTS – Guest players may be invited to play on play days but cannot compete for prize money. Guests must be signed up to play by the weekly deadline to allow for appropriate pairings. Non-members are limited to 3 play days per season.
Section 3
HANDICAPS – Handicaps shall be maintained in accordance with the rules of the USGA and the CGA.
